SNAP Identity
Requirement
Verify the applicant’s identity. As with all other eligibility factors, do not pend when there is verification. If an authorized representative applies on behalf of the household, verify the identity of the authorized representative and applicant (head of the household).
Verification
Accept any electronic verification or document which reasonably establishes the applicant’s identity. A photo ID is not required. Accept expired documents. Do not pend when verification is available.
Use all electronic sources available to verify identity before requesting verification from the applicant. If identity has been verified before on Application Detail (FM13), and documented in a comment on the Food Stamp Eligibility Unit Member Role (EUMEMROL/FM3Z) screen, do not request it again.

- SY on SSN Information (SSNUMBER/FMAS)
- FUSION/MODL, Missouri Driver’s License interface
- IIVE, the SVES-Wire Third Party Query Response interface with the Social Security Administration
- Do not print and scan IIVEs to the ECM or copy and paste information into the eligibility system
- IBTH, Missouri Department Health – Birth Name Inquiry
- V code on Common Area screens, e.g.:
- SSSN, Social Services Social Security Number Inquiry
- SNME, Social Services Client Name Inquiry
- Other verification includes:
- Driver’s License
- Work or School ID
- Health Benefits ID
- ID for other assistance or social service program
- Voter Registration Card
- Wage Stub
- Bendex printout from SSA
- Birth Certificate
- Electronic verification includes:
- HC = Documentary verification preferred, electronic verification is hard copy
If documentary verification is not available, attempt to verify identity by calling the person listed on the bottom of page 1 of the FS-1 prior to requesting verification from the participant:

- TC = Telephone Call
Procedure
Enter the verification code on Application Detail and document the verification by adding a comment to the Food Stamp EUMEMROL screen. If unable to verify identity, make a comment documenting the attempts made and the verification requested.
