Plan for Achieving Self-Support (PASS) Account Entries in FAMIS

The PASS program, a Plan for Achieving Self-Support, is administered by the Social Security Administration. A PASS participant has written a plan determining the costs of being able to achieve self-support, and the plan has been approved by the Social Security Administration. This plan includes the costs the recipient anticipates incurring in order to meet a specific work goal, such as for equipment, uniforms, school supplies, transportation, etc. Income and resources applied to a PASS account are excluded for Child Care, Food Stamps, Temporary Assistance, and MO HealthNet, as long as proper verification is obtained. (Note: The IIVE does not show PASS program information.) When a participant’s PASS plan is approved, the Social Security Administration sends an approval letter to the participant.

Step 1:

Navigate to the Select Financial Resource screen, SELFRES/FMWB.

Step 2:

Enter LR in the Class field and press F14=ADDFRES

Note: If in the controlled flow, this screen will appear for any participant who is coded Y on the Liquid Resource Driver Question screen.

Step 3:

When entering a PASS account, enter PA (Plan for Achieving Self-Support (PASS) monies) in the Type field.

Step 4:

Enter the Acct No, Bank/Desc, and FAMIS Begin Date.

Step 5:

Enter an S in the Com field next to the first blank line in the repeating group.

Step 6:

Enter the balance of the account in the Gross Amount field.

Step 7:

Tab to the Usage field and enter PE (Personal).

Step 8:

Enter the Begin Date as the date of the statement or the date the value was accurate.

Step 9:

In the MHABD Excl Rsn field, enter IL (Independent Living Account).

Step 10:

Complete the Access (Y/N) and Qty fields.

Step 11:

If appropriate verification was provided, enter HC in the Ver field, press Ctrl, and make a comment regarding the verification provided.

Note: Verification must identify the resource has been designated as an approved PASS account and the length of time the account is effective.

    • PASS accounts are initially approved for up to 18 months, may be extended, but can never exceed 48 months.
    • If the PASS account has previously been entered and verified, review comments to identify how long the account is effective. If the account is past the original effective date, but has been excluded for less than 48 months, request new verification to determine if the account has been extended by the Social Security Administration.

Step 11a:

If verification has not already been provided, or if insufficient verification is provided, leave the verification code blank, press Ctrl, and make a comment regarding what verification is being requested.

Note: (When coded as PA, Food Stamps, Child Care and Temporary Assistance will not pend if verification code is blank. Income will also be pending, which will allow the FA-325 to be generated.)

Step 12:

Navigate to the Select Income screen, SELINC/FMX2.

Step 13:

Press F14=ADDINC

Note: If in the controlled flow, this screen will appear for any participant who is coded Y on the Income Driver Question screen.

Note: PASS participants will have a minimum of 2 income sources – PASS income and Supplemental Security Income (SSI).

Step 14:

When entering a PASS account, enter UI (Unearned Income) in the Type field, and enter PA (Plan for Achieving Self-Support (PASS) monies) in the Source field.  (18.1 Treatment of Resources, Income and Verification Charts)

Step 15:

Complete Source Name, Benefit Claim Number if applicable, Begin Date and Report Date, and Press Ctrl.

Step 16:

Press F6=DETAILS

Step 17:

Complete Budget Month, Frequency, Calculation Method, Com, Gross Amount, Income Date, and Include (Y/N) fields.

Step 18:

If appropriate verification was provided, enter HC in the Ver field, press Ctrl, and make a comment regarding the verification provided.

Note: Verification must identify the income source is specifically being deposited into the PASS account.

Step 18a:

If verification has not already been provided, or if insufficient verification is provided, leave the verification code blank, press Ctrl, and make a comment regarding what verification is being requested.

Note: (When income is coded as PA, MHABD will not pend if verification code is blank. The PASS resource will be pending, which will allow the FA-325 to be generated.)

Step 19:

Once all information is entered or the controlled flow is complete, navigate to EULOG and review each program’s Financial Resource Detail Summary and Budget Summary screens to ensure PASS account and income is being excluded and pending correctly. The below chart demonstrates what should occur if verification is still pending.

Step 20:

If verification has not been received, send an FA-325 with details of what the verification must include.

    • For new PASS participants, request the approval letter received from the Social Security Administration indicating the designated PASS account, identifying the PASS income source and amount being deposited into the PASS account, and showing the plan’s expiration date.
    • For individuals who have had a PASS account for more than 18 months, request the applicant provide a current letter from Social Security indicating if the plan’s expiration date has been extended.

Step 21:

When appropriate verification is received, repeat steps 1-18, understanding the PASS account and income sources should have already been entered.

Step 23:

Review Financial Resource Detail Summary and Budget Summary screens to ensure PASS resource and income are being excluded prior to authorizing.

Ending a PASS resource or income:

Once a PASS plan is no longer effective, enter an END date for the PASS resource and income source, commenting why it is being ended.

    • If the applicant retains the account previously designated for PASS funds, re-enter that account as the appropriate liquid resource (not limited to, but including a checking or savings account).

Review IIVE for current and appropriate income sources, which will most likely be different once his/her PASS plan has expired.

The following list provides reasons why a PASS plan might end:

    • The individual is no longer in substantial compliance with his/her plan
    • The individual voluntarily abandons his/her plan
    • The specified time limit expires and no extension is reached
    • The occupational objective outlined in the plan is reached

The PASS account is no longer excluded the month after the last effective month for a PASS.
