Social Security Number

 

REQUIREMENT:

An applicant for Temporary Assistance must furnish or apply for a Social Security number (SSN) for each EU member. The SSN becomes associated with the Departmental Common Number (DCN) of the individual. An individual failing to provide a SSN or complete an application for a new SSN are not eligible for Temporary Assistance.

 

The information regarding Social Security number is captured at the beginning of the application, when collecting personal data for locating or assigning a DCN. The client’s compliance regarding furnishing Social Security numbers and the verification is entered on the SSN Information (FMAS/SSNUMBER) screen.

 

VERIFICATION:

Obtain the Social Security number of each EU member at initial application. If hard copy or system verification of the SSN is not available, client’s statement of the number is acceptable verification.

  • HC = Documentary verification
  • SY = System
  • CS = Client’s statement

 

Acceptable hard copy and system verification of Social Security Number includes:

  • Social Security Card
  • Unexpired Driver’s License if SSN is the license number
  • Unexpired Missouri ID card if SSN is the ID number
  • W-2 form
  • Income tax return
  • Form 1099
  • Bank statement with SSN
  • Pay stub with SSN
  • “V” code appears on FSD common area screens
  • Verification code on FAMIS SSN Information screen (SSNUMBER) of HC or SY

 

Other Pertinent Facts Regarding Social Security Numbers:

All SSNs entered into the system are submitted quarterly to the Social Security Administration for verification. FSD is notified if discrepancies occur between FSD and SSA data. If notified of a discrepancy, contact the participant to resolve the discrepancy and enter correct information in the system.

 

If the EU opts not to provide a SSN for any EU member:

  • That EU member is not eligible for Temporary Assistance.
  • Consider all resources of the EU member in determining eligibility.
  • See 0205.010.15 for information on how this individual’s income is considered for the financial need determination.

 

If any EU member must apply for a SSN, verification of the application must be provided. For individuals born in Missouri, IBTH verifies SSN application submitted by the hospital. Making application for a SSN meets this eligibility requirement. Record the date of SSN application on the SSNUMBER screen in the ‘Apply Date’ field, and obtain the new SSN at the next review.
