Transitional Employment Benefit
REQUIREMENT:
When a Temporary Assistance eligibility unit with earned income closes due to a parent’s excess income, Transitional Employment Benefit is automatically explored. TEB provides a $50.00 monthly payment to families for up to six months when TA benefits are closed due to:
- an increase in income;
- removal of an earnings disregard or an allowable expense deduction;
- or a change in household size resulting in income which exceeds program eligibility limits.
TEB helps to support working families during their transition into employment and the loss of Temporary Assistance benefits. TEB benefits are not prorated and may be received for up to six consecutive months if the EU continues to meet the following eligibility guidelines:
- EU must have received TA for at least one month (includes prorated months)
- Work eligible parents must continue to meet required work participation hours through employment
- EU must meet all TA eligibility requirements other than income
- EU must have been eligible for and received TA in October 2008 or later
VERIFICATION:
Weekly work hours must be verified and recorded on the TA Work Requirement (COMPACT/FM8B) screen. Changes in work hours must be updated with current information when changes occur. If hours are not verified when FAMIS identifies potential TEB eligibility, an FA-325 is generated to the EU requesting verification of hours worked per week. If verification is not received after ten days, the TEB application is rejected.

PROCEDURE:
An EU cannot apply for TEB. Closing of the TA case initiates a TEB application and FAMIS authorizes approval in the overnight batch on the night after the TA closing. TEB is a sub-program of TA, and displays in FAMIS as a separate TA EU on FAMISPAR.
When the Income or Income Amount screen is updated for a TA or TEB case, FAMIS presents a message to “Press F15=COMPACT to update ‘Weekly Hours’ field if HOH/2nd parent”. Weekly hours must be entered on the COMPACT screen and verified. Verification must be requested if not available, and TEB will be rejected if verification is not entered within ten days.
TEB EUs are subject to the same change reporting requirements as for TA. Changes in work hours must be entered on COMPACT and verified. Should an active TEB EU request Temporary Assistance again, a new application is required. A TEB payment received in the application month is countable income, and will automatically appear in the TA Budget Summary. FAMIS will close the TEB case if TA is approved.
TEB is included as unearned income for the Food Stamp and Child Care programs. FAMIS budgets the $50 benefit automatically, and it appears as TA income in the budget summary. TEB is not countable income for MO HealthNet program eligibility. Child Support payments are not assigned to FSD Child Support for TEB EUs, therefore the family will receive child support payments owed them after the TA case closes.
