At age 18 a participant and any parent or non-parent caretaker’s level of care can be affected due to their student status.

The extension of MHF benefits for students depends upon if, and when, the Student Status is verified. If Student Status has not been verified by the time the child turns 17 years, 10 months old, the system will automatically request verification. If MEDES determines the person needs to have their Student Status verified because they may qualify for the MHF Student Extension, then it will request auto-verification. If the Student Status is not verified by the time the student turns 18 years old, MEDES will complete an ex-parte (eligibility review) for the student and any parent or non-parent caretaker.

NOTE: Student Status verification can be self-attested. However, at this time Self-Attestation is not listed in the verification item drop-down menu. To verify Student Status by Self-Attestation, do the following:

From the Application or Integrated Case > Verification folder:

Click the List Actions… menu next to Student

NOTE: DO NOT use the Verify… Wizard to verify Student Status

Click Add Proof
In the Item popup box, click the dropdown in the Item field and select ‘other documentation, verified by caseworker’
In the Comments field, Include a comment stating you are using ‘other documentation, verified by caseworker’ as you are accepting Self-Attestation as verification of Student Status
Click Save

When Unverified Student Attendance is used as verification and not End Dated by the student’s 18th birthday, the student will not receive the MHF extension and MEDES will complete an ex-parte.

When Student Evidence is required for a case, review and ensure that the receipt date reflects when the information was received and the Expected Graduation date contains the date the student is expected to graduate. In the event the student has already graduated, enter the actual graduation date in the Expected Graduation Date field.

The dashboard will display an informational message if a member on the case requires a manual generation of an IM-10 when the Eligibility Specialist (ES) applies evidence changes. It will display every time before the age of 18 when MEDES thinks the person may qualify for the MHF extension, REGARDLESS of whether prior verification was requested or not. An ES should use the Expected Graduation Date field on Student Evidence to record the future date on which the child is expected to graduate. The End Date field on Student evidence is used to record the actual graduation date or the date that the student dropped out.

NOTE: If the End Date is specified, MEDES will ignore the Expected Graduation Date when determining benefits.

NOTE: If you receive the error message below; ‘A member on this case may be eligible for extended MHF coverage. Special attention required’, this is related to missing student status for an 18 year old. This person is the Head-of-Household. MEDES must have his/her student status to determine ongoing eligibility.
