SNAP Household Determination

 

Guidance

To create a SNAP household, we need to know:

    • Who the applicant wants to apply for or add to an active case
    • Which Supercase members buy and eat/cook food together, aka purchase and prepare
    • Who lives at the address with the applicant, i.e. who the Supercase members are
    • How Supercase members are related to each other and their ages

There are special rules for boarders, individuals in foster care, and certain elderly and disabled individuals

Note: An individual in a Supercase may apply for SNAP without applying for all Supercase members. Multiple individuals in a Supercase may apply for SNAP separately.

 

Determine SNAP Household

It is important to determine who is in the SNAP household so you know who to:

    • Gather and record SNAP eligibility information about
    • Consider when making the SNAP eligibility determination
    • Issue SNAP benefits for

Use information from the applicant, during the interview and on the SNAP Application for benefits (FS-1), to complete the PUR/PRE field (purchase and prepare) on Application Detail (FM13).  Identify which Supercase members are in the SNAP household.

Y = YES Yes is yes, the person is in the household
N = NO If the applicant says NO, and policy does not make the person mandatory, the person is not in the household
M = Mandatory If the applicant says NO, but policy says YES, the person is MANDATORY.

The applicant does not want to apply for the person and she/he does not buy food/cook/eat meals with the applicant/household, but SNAP Policy mandates the individual is in the SNAP household.

Look at family and legal relationships between the applicant, other household members and their ages, to determine if the person is a mandatory household member.

Mandatory household members may include:

  • Spouses
  • Children 21 years of age or younger, whose biological, adoptive or step parent(s) are in the same household
  • Children, except foster children, under 18 years old, who are under the parental control of an household member

 

Record comments about who is in the household, such as why a person is coded M, on the Food Stamp Eligibility Unit Member Role (EUMEMROL/FM3Z) screen.

 

When completing an interview, review who is in the household on EUMEMROL and press F21=CONFIRM to confirm the people in the household, the FAMIS EU, listed on EUMEMROL, are correct and flow forward.
