National Accuracy Clearinghouse User Guide
The National Accuracy Clearinghouse (NAC) is a system that allows participating states to identify and prevent duplicate interstate Supplemental Nutrition Assistance Program (SNAP) participation.
All 50 states will be rolled out by the end of 2027. Missouri is one of the first states to go in.
Below is a list of other states currently in the NAC:

Access the NAC portal through Google Chrome.
The NAC must be reviewed for all household members during the application/recertification process before benefits are authorized. We are unable to run the NAC if we do not have the individual’s social security number. Prior to running the search, use existing processes to confirm ID & residency. Run the NAC during the interview so you can discuss the results of the search with the participant.
Access the NAC specifically for an individual who is being added to active SNAP benefits.
Do not access the NAC while processing a mid-certification review.
When a match is found, we must update the Match Record with the Initial Action taken within 10 days. This notifies the other state that we’re aware of the match and we are working the case.
Once the outcome is known and the case is completed, we must go back into the Match Record in the NAC portal and update the Final Disposition field. When that field is updated, notification is sent to the other state.
NOTE: Options for Initial Actions and Final Dispositions vary depending on whether Missouri is the initiating state or the matching state.
Common NAC Terminology:
Match: Notice is received when an individual has applied for benefits in one state and has or has had active SNAP benefits in another State.
Initiating State: Missouri has initiated the search/match while processing an application, recertification or add-a-person
Matching State: Missouri has received an incoming match from another state on an active case, either through the batch matching process, or another state initiating their own search. A special team is handling the incoming batch matches at this time.
Vulnerable Individual: A participant that must have their location protected (Safe at Home address, resident of a shelter for battered women/children, resident of a domestic violence shelter or anyone who self-identifies as fleeing domestic violence.) Do not include any information about this individual’s location in any comments/case notes or agency communications between states.

Need NAC Access?
If you are a new employee, these steps are completed as part of OJT. These steps need to be completed for existing staff members that were not included in the initial bulk access request for the NAC.

- Follow the instructions in the NAC User Access Guide to:
- Create an E-Authentication Account through Login.gov
- Make note of your User ID
- Verify your Identity
- Complete and sign the FNS-674 User Access Request Form. Make sure the email address used to setup the eAuth account is listed in question 5, the USDA E-Auth User ID field.

NOTE: If you have any issues completing Step 1 you must contact login.gov for assistance, ITSD cannot help with these issues

- Once your identity is verified and you’ve received email confirmation, forward the confirmation email and the completed, signed FNS-674 to your supervisor
- Your supervisor will sign the FNS-674 and send the signed form and your identity confirmation to IMSecurity@dss.mo.gov
- Do not send partial, incomplete or unsigned forms- they will be rejected
- Outdated forms (older than 50 calendar days from the date of request in Box 3) will be rejected
- Once access has been granted (which may take several days) you will receive a confirmation email from the NAC help desk and you can begin using the portal.
Log in to the NAC

- From The NAC Portal Page
- Click on The NAC link
- Select the Login.gov option to sign in
- Enter User Name
- Enter Password
- Click Sign In
- Complete the 2-Factor Authentication you set up during account creation
- Click Submit
Search for Information in the NAC Portal
NOTE: A search must be run for each member of the SNAP household

- On the Search for SNAP Participants landing page
- Enter the participant’s Last Name
- Enter the Date of Birth
- Enter the Social Security Number
- Enter the 8 digit DCN in the Participant ID field
- Enter the complete case number (example: FS0065066049FSP001) in the Case Number Field
- Select the Reason for the search
- Click Search
To run a search by Match ID if the Match ID is known:

- Click the Find a Match Record tab
- Enter the Match ID
- Click Find a Match Record
View and Update a Match Record
When searching the NAC, results appear below the search area

- Were results found?
- If yes, continue to step 2
- If no, check the search request input data fields
- Were all entries correct?
- If yes, all data is correct and no match records exist for your participant, make a comment in FAMIS documenting no match
- If no, correct any errors, run a new search and return to step 1.
- Click the Match ID to open the match record
- Review the information found and discuss it with the participant
- Update the Match Record

- Enter the Initial Action (choose one):
- When MO is the initiating state:
- Notice Sent– select this option to indicate we’ve notified the participant we found a match. We have not yet verified their benefits have ended in the other state.
- Client Provided Requested Verification– select this if participant has already provided verification their case is closed in the other state.
- When MO is the matching state:
- Notice Sent– select this option to indicate we’ve notified the participant they were located in a match.
- Client Verified Moved out of State– select this option if the participant has already provided verification they’ve moved out of Missouri.
- When MO is the initiating state:
- Enter the Initial Action Date
- Click Save Changes
- Were results found?
Once the case is processed and authorized in the eligibility system, we must enter the Final Disposition to close the match.
NOTE: The Final Disposition cannot be entered until an Initial Action has been entered and saved in the NAC portal. The system will not let you enter them both at the same time.

- When MO is the initiating state:
- Benefits Approved– we authorized benefits for the participant
- Enter the Benefits Start Date NOTE: This is not the date their case is approved, but the day their benefits begin. It may be the application date, or some other date if they are rejected for the month of application but approved for ongoing benefits.
- Benefits Denied– we rejected the application for the participant
- Enter the rejection date in the Final Disposition Date field
- Benefits Approved– we authorized benefits for the participant
- When MO is the matching state:
- Benefits Terminated– we reviewed the match information and confirmed that the participant no longer lives in Missouri and the case is or will be closing
- Enter the Benefits End Date NOTE: This is NOT the date the case closed, it is the date their benefits actually end, typically the last day of a month. The benefit end date can be found on the closing notice that goes out to the participant.
- Benefits Unchanged– we reviewed the match information and confirmed the participant still lives in Missouri and their benefits will continue
- Enter the date it was determined their benefits will continue in the Final Disposition Date field
- Benefits Terminated– we reviewed the match information and confirmed that the participant no longer lives in Missouri and the case is or will be closing
- When MO is the initiating state:
- Click Save Changes. Once both states enter the final disposition, the match record is closed automatically and changes can no longer be made.

Enter the NAC Information in FAMIS
Entries are made on the Received out of State screen (RECOUTST/FMMW)

- Enter the State
- Enter the County (if known)
- Did participant provide verification of case closure in the other state and verify they are living in MO?
- If no, leave the verification field blank to send the notice of match results and request verification
- If yes, remove the Y from the NAC Y/N field and enter HC in the verification field
- Did participant verify they’ve moved to another state and no longer reside in MO?
- If yes, make sure the last received date is correct and enter NM in verification field
- Make a comment summarizing discussion with the participant and documenting any verification received or requested
- NAC Match on Active Case
- Update the NAC Y/N field to Y
- Enter the date benefits were last received in the other state (MMYYYY)
- Enter the State
- Enter the County (if known)
- Did participant already provide verification of case closure in the other state and verify they are living in MO?
- If no, enter NA in the verification field to send the notice of match results and request verification
- If yes, remove the Y from NAC Y/N field and enter HC in verification field
- Did participant verify they are no longer living in MO?
- If yes, update the verification field from NA to NM. The system requires NA be entered and an eligibility determination (EDRES) be run before it will accept entry of the NM code.
- Make a comment summarizing discussion with the participant and documenting any verification received or requested
- NAC Match on a pending application
NOTE: If a household verifies they are no longer living in MO and they have other active benefits along with SNAP, use IM Resources to determine proper procedure to update the other open cases.

- If no, enter a comment in EUMEMROL stating the NAC was accessed
- Use IM Resources to determine proper procedure
- Type Out of State in the search bar
- Select the desired entry

Locked Out?

- If you need your password reset, use the Request New Password or Reset Password buttons located on the NAC User Login page.
- If your eAuth account has been disabled due to inactivity (no sign-in for one year) you can re-enable your account using the password reset.
- If your account was disabled for other reasons and you cannot use the password reset you will have to contact the eAuth Help Desk.
Name Change?
If your name has changed, resulting in a change to your work email address, you will need to create a new E-Auth/login.gov account. Follow the instructions the NAC User Access Guide just as you did when you first registered.
