Entering Striker Information

Households with striking members will not be eligible for SNAP unless the household was eligible on all factors the day before the strike, and is eligible at the time of application. See SNAP WIBCA- Pre-Strike Income Eligibility to determine pre-strike income.

A striker is defined as anyone involved in a strike or stoppage of work by employees, including a stoppage due to expiration of collective bargaining agreements and any combined slowdown or other concentrated interruption of operations by employees.

Non-strikers eligible to participate in SNAP include but are not limited to employees:

  • Whose workplace is closed by an employer in order to resist demands of employees (lockout)
  • Who are unable to work as a result of striking employees
  • Not part of the bargaining unit on strike who do not want to cross a picket line due to fear of personal injury or death
  • Fired or permanently replaced while on strike
  • Who are exempt from work registration for reasons other than employment on the day before the strike

When completing the striker screen, enter as much information as possible at the time of interview.

Entering Striker Information

    1. Navigate to Striker (FMXF) by either:
      • Accessing it during the controlled flow (answer Y to the striker driver question for the striking individual and F9=FLOWFWD

OR

      • Fastpathing to Striker (FMXF)
    1. Prompt out and select the DCN of the individual on strike
    2. Enter the Strike Location. This is a mandatory field. Enter the name of the business or company where the strike is occurring.
    3. Tab to the Begin Date field and enter the date the strike began
      1. If Pre-Strike Resources and Income information is unknown or unavailable, press CTRL. Application/case will PEND, request resource information and verification of income. WIBCAs must be completed once verification is received. Proceed to Step 11
      2. If Pre-Strike Resources and Income information/verification is available, proceed to Step 5.
    4. Tab to the EU Net Pre-Strike Resources field and enter the total available resources owned by the household on the day prior to the strike.
    5. Complete a SNAP WIBCA- Pre-Strike Income Eligibility to calculate a budget using the household’s pre-strike income to determine if they are eligible prior to the strike. The WIBCA budget screen shows whether the eligibility unit is pre-strike eligible on income. Make note of the result, PASS or FAIL.
      1. If the striker is or will be receiving strike benefits, a second WIBCA must be completed, including the strike benefits in the budget calculation. Compare the two budgets and use whichever has higher gross income to determine ongoing SNAP eligibility

NOTE: The pre-strike income information entered on the WIBCA does not carry over to STRIKER. Make note of the striker’s income.

    1. Enter the striker’s verified gross monthly earned income in the Striker’s Gross Mth EI field
    2. Enter the striker’s verified gross monthly unearned income in the Striker’s Gross mth UI field
    3. Tab to the Pre-Strike Elig Determination field and prompt out to select the appropriate code:
      1. EL- Eligible on Resources & Income (under the resource limit the day before the strike & PASS on WIBCA budget)
      2. II- Ineligible on Income (under the resource limit the day before the strike & FAIL on WIBCA budget)
      3. IR- Ineligible on Resources (over the resource limit the day before the strike & PASS on WIBCA budget)
      4. WR- Eligible-Prestrike Work Registration Exempt
    4. Tab to Ver and enter the appropriate verification code. If verification is needed, leave blank. Application/case will PEND for income verification.
    5. Press CTRL
    6. Press F18=COMMENT to enter STRIKER comment. Include:
    7. All discussions with the participant regarding the strike
    8. Verification provided
    9. Verification requested

NOTE: The income information entered on STRIKER and WIBCA does not carry forward to Income (FMX0) or Income Amount (FMX3). Note the income amounts used to determine pre-strike eligibility and enter the striker’s pre-strike earnings or striker benefits on Income & Income Amount screens.
