Summary of Policies Assess all household (EU) members ages 16 through 59 to determine employment status or job availability at every application, re-certification, mid-certification review and when changes are reported.

The registration requirement is met when the appropriate assessment code has been entered on the EMPLOY screen. 

If an individual does not meet an exemption or exclusion from work registration, they may volunteer.

Work Requirement is the ABAWD policy which requires Able Bodied Adults Without Dependents to work or train for 80 hours in a calendar month in order to receive SNAP benefits for more than 3 months from July 1, 2023 to June 30, 2026.

Assess all household members ages 18 through 54 to determine ABAWD status and non-work months (work/train less than 80 hours) at every application, re-certification, mid-certification review and when changes are reported.

Any month an individual meets the work requirement (work/train/volunteer for 80 hours) is not counted as one of the 3 non-work months.

Any month, the individual receives a pro-rated SNAP issuance is not counted as a non-work month.

Once a person accrues 3 non-work months between July 1, 2023 to June 30, 2026, they are not eligible for SNAP until they meet the work requirement for one month.

Counties Work Registration applies to all Missouri counties and cities. Work Requirement/ABAWD applies to all states.
Age Work Registration applies to individuals who are age 16-59 Work Requirement/ABAWD applies to individuals age 18-54.
EXEMPTIONS
AND EXCLUSIONS
Some people are exempt or excluded from Work Registration.

Always exempt people first, then exclude.

Anyone may volunteer.

Work Requirement/ABAWD policy exempts some people. There are no exclusions, only exemptions.

Any month an individual meets an ABAWD exemption does not count as one of the 3 non-work months, exemptions are:

  • Age 17 or younger
  • Age 55 or over
  • Pregnant (any trimester)
  • Exempt on EMPLOY (anyone who is exempt from work registration is not an ABAWD)
  • Veteran of the armed services (any branch)
  • Aged out of foster care in any state
  • Homeless
  • Physically or mentally unable to work
  • SNAP household includes a child under age 18

The Training/Work Requirement screen appears in the controlled flow, if it is necessary to make entries for an individual.

Participation in SNAP SkillUP participation is not an eligibility condition. Failure to participate does not result in a sanction or a benefit loss.

However, the participant must provide sufficient information for us to accurately to assess them for the appropriate EMPLOY code.

 

ABAWD individuals must work/train 80 hours a month or qualify for an exemption.

Those who do not may only receive SNAP for 3 non-work months from July 1, 2023 to June 30, 2026.

An individual may regain eligibility if they are SNAP eligible and:

  • Meet an exemption
  • Working or participating in a qualifying training program for 80 hours in a calendar month

If the individual loses employment or hours are reduced to less than 80 hours a month after regaining eligibility:

  • They can receive an additional 3 consecutive months while not meeting the Work Requirement in a 36 month period
  • They can continue to receive beyond the 3 consecutive months if exempt from or meeting the work requirement

ABAWD participants can choose to participate in SkillUP to help meet their monthly hours.
