Updating/Ending a Sanction or Disqualification

A sanction is a penalty imposed on a household member when that member has failed to comply with a requirement for the SNAP Program. Sanction penalties are for a shorter period of time, usually up to six months, or until compliance, depending on the type of sanction and whether the member has been sanctioned before. While the sanction is imposed, the household member is ineligible to receive SNAP benefits. Sanctions include, but are not limited to, voluntarily quitting a job without good cause. A disqualification is a penalty imposed on a household member when that member commits an act that is in violation of the SNAP Program. Disqualification penalties are for a longer period of time, from 12 months to permanent, depending on the type of disqualification and whether the member has been disqualified before. While the disqualification is imposed, the household member is ineligible to receive food stamp benefits. Disqualification penalties include, but are not limited to intentionally providing false information, trafficking food stamp benefits, or being convicted of a drug related felony after 8/22/1996.
To update information on a sanction or disqualification for a household member if the information is incorrect or has changed, or to end a sanction or disqualification, complete the following steps:

Step 1

If you are flowing to this screen from the Transfer of Property (FMWC), Job Quit Detail (FMMN), Work Reduction Detail (FMMN), Employment Assessment (FMMS), or Declaration Detail (FMMN) screens, use either the F13=SANDISQ or F14=SANDISQ keys as appropriate.

      • If entering this screen without a link, you can fastpath by typing “FMAM” or “SANDISQ” on the command line.

Step 2

If flowing to this screen from a linked screen, the SCN is populated. Prompt for the DCN of the household member who is sanctioned or disqualified.

If entering this screen without a link, type either the SSN or DCN of the household member who is sanctioned or disqualified. Press enter.

Step 3

Type “U” on the “C” line of the sanction or disqualification that is to be updated or ended.

Step 4

To update a sanction or disqualification, prompt for or type the information that needs to be updated and press enter. Examples include, but are not limited to, updating begin dates, violation dates, hearing status and hearing status date.

NOTE: The type code cannot be updated after the initial entry unless the code is being changed from “CDQ” (Court Disqualification) to “WHC” (Waiver of Hearing/Consent – IPV).

To end a sanction or disqualification, prompt for or type the following information and press enter.

      • End
      • RSN
      • Compliance Date (sanctions)
      • Hearing Status (if applicable)
      • Date (if applicable)

NOTE: When ending a fleeing felon or probation/parole violator disqualification (FFP), enter the end date and type or prompt for the DFS reason code in the RSN field. The “999” in the length field is automatically updated to show the number of months the disqualification was imposed.

Step 5

Enter information on the comment screen to support the reason a sanction or disqualification is being updated or ended for an household member.

      • If a comment does not already exist:
          • On the “C” line, type “S” and press F18=COMMENT to enter a comment regarding the sanction on the Sanction/Disqualification Comment (FMF7) screen.
          • If a comment does not already exist, the Sanction/Disqualification Comment screen (FMF7) appears.
          • Type in the comment label and comment lines and press enter. The message “Successfully Added” appears.
          • To return to the Select Sanction/Disqualification Comment screen (FMMU), press F21=RETURN.
          • To return to the Sanction/Disqualification screen (FMAM), press F21=RETURN again.
      • If a comment already exists, the Select Sanction/Disqualification Comment screen (FMMU) appears.
          • Select the comment to view and press enter. The Sanction/Disqualification Comment screen (FMF7) appears.
          • Press F21=RETURN to return to the Select Sanction/Disqualification Comment screen (FMMU).
          • To add a new comment, press F18=NEWCOMT. Type in the comment label and comment lines and press enter. The message “Successfully Added” appears.
          • To return to the Select Sanction/Disqualification screen (FMMU), press F21=RETURN.
          • To return to the Sanction/Disqualification screen (FMAM), press F21=RETURN again.

Step 6

If you flowed to the Sanction/Disqualification screen from another screen, press F21=RETURN to return to the original screen.
