Adding and Updating Immigrant Sponsor Information

When an EU makes application for SNAP, temporary assistance and family medical assistance benefits and a member of the EU is a sponsored immigrant, it is necessary to gather sponsor information. This is accomplished by entering data on the Sponsor Information screen (FM85). A sponsor that has signed an enforceable affidavit of support on 12/19/97 or later receives an Informational Notice (FA-601) notifying them they are liable for any SNAP benefits the immigrant receives. A notice is not generated if:

    • the affidavit of support (I-864 or I-864A) was signed prior to 12/19/97;
    • the sponsored immigrant is ineligible;
    • the sponsored immigrant obtains 40 qualifying quarters of work;
    • the sponsor receives SNAP benefits; or
    • the sponsor is deceased.

When sponsor information is gathered a Y is populated in the Sponsor field on the Non-Citizen Information screen (FMML).

In the controlled flow, the Sponsor Information screen (FM85) immediately follows the Non-Citizen Information screen (FMML) and populates the SCN and first individual’s DCN. If in the controlled flow, skip to step 3.

 

Step 1

If you want to fastpath, type “SPONSOR” or “FM85” on the command line and press CTRL. Go to step 2.

Step 2

The last Supercase worked on appears on this screen. If this is not the Supercase you want to add or update sponsor information on, prompt out for or type the SCN and prompt for the DCN.

Step 3

If adding a sponsor, type A in the C field.

If updating a sponsor, type U in the C field. Update the following fields as necessary.

Tab to the DCN field and type or prompt for the DCN of the sponsor. If prompting for the DCN of the sponsor, complete these steps:

    • On SCLR, type the information for the sponsor and press CTRL.
    • A search is performed and the S025 or S035 screens appear if a close match is found.
    • If you locate the individual who is the sponsor, tab to the space to the left of the individual’s DCN. Press F2 to go to the SPAR screen. Press PFK6: FAMIS to return to FAMIS.
    • If you do not locate the individual who is the sponsor, press PFK4: ASSIGN DCN. The S031 screen appears. Enter all applicable responses and press CTRL. The S034 screen appears. Verify the information is correct, type YES in the verify field, and press CTRL. Press PFK6: FAMIS to return to FAMIS.

Step 4

Tab to the Living field (Y/N) field. Enter Y if the sponsor is still living and N if the sponsor is deceased.

Step 5

In the I-864 After 12-18-97 (Y/N) field, enter Y if the Affidavit of Support form (I-864 or I-864A) was signed on 12/19/97 or after. Enter N if it was signed on 12/18/97 or before.

Step 6

In the Begin field, enter the date the sponsor became liable for the support of the immigrant. This is not current date, unless the sponsor just recently signed the affidavit.

Step 7

If adding a sponsor, do not enter an end date.

If updating sponsor information, enter the end date in the End field if the obligation to support the immigrant has ended. Do not delete the mailing address of the sponsor from the Person Detail screen (FM0I). Deleting the address from that screen, deletes this person’s address for all cases for which the individual is sponsor. If the sponsor receives SNAP benefits it also deletes the mailing address for his EU.

Press CTRL.

If you have not entered information in the DCN, Living (Y/N), I-864 After 12-18-97, or Begin fields, an error message appears. Enter information in all fields and press CTRL.

Step 8

If the sponsor has an address in FAMIS, the message “Successfully added” appears. Go to step 9.

If the sponsor does not have an address, the message “Sponsor Address does not exist” appears. If you know the sponsor’s address, type an S in the C field to the left of the sponsor’s DCN. Press F17=PRSNDTL to add the sponsor’s address on Person Detail screen (FM0I). Press F21=RETURN to go back to the Sponsor Information screen (FM85).

If you do not know the sponsor’s address, go to step 9. A reminder “NEED SPONSOR ADDRESS FOR NON-CITIZEN” appears on your Alert/Reminder List (FM7M) the next day.

Step 9

Record a comment by pressing F18=COMMENT.

Step 10

If in the controlled flow, press F9=FLOWFWD to move to the next person. Repeat steps 3-10. If no other EU members are immigrants, the next driver question appears.

NOTE: If you need to see information on a previous individual, press F11=PREVPRSN until the individual displays.

If in maintenance, prompt out for the DCN of the next individual whose sponsor information you need to add or update. Repeat steps 3-10.
