Application for Other Benefits
Applicants for and recipients of MO HealthNet for Aged, Blind, and Disabled (MHABD), and Supplemental Nursing Care (SNC) must take all necessary actions to acquire annuities, pensions, retirement, and disability benefits to which they may be entitled to receive, unless the participant can show good cause for not doing so.
Verification of ‘application for other benefits’ is completed at the time of the annual review as a condition of ongoing eligibility. Mail the “Application for Other Benefits Letter” at annual review to request verification.
Complete the following steps to pend annual reviews for required verification.
If the MHABD or SNC annual review is Pending for another valid reason:
Step 1:
Send the Application for Other Benefits Letter to participant, identifying which programs the participant must provide verification of application.
Step 2:
Manually edit a Request for Information, FA-325, to request verification of application for other benefits.
Step 3:
Do not approve ongoing eligibility until all verification is received.
If the MHABD or SNC annual review is NOT Pending for another valid reason:
Step 1:
Send the Application for Other Benefits Letter to participant, identifying which programs the participant must provide verification of application.
Step 2:
Omit or remove the verification code on the Citizenship Verification (CITVERF/FM8X) screen, causing the system to pend the application for outstanding verification. This will not affect Food Stamps or Temporary Assistance programs.
Step 3:
Generate a Request for Information (FA-325).
Step 4:
Edit the FA-325 to request verification of application for other benefits noting the potential eligibility for specific benefits. State that citizenship verification has been obtained; however verification of application for other benefits is outstanding. Refer to Application for Other Benefits Letter. Make sure your comment on EUMEMROL includes an explanation of why CITVERF is pending.
Step 5:
Do not approve continued eligibility until all verification is received.
Step 6:
If participant provides the requested verification of application for other benefits and the verification field was left blank on the Citizenship Verification (CITVERF/FM8X) screen for only this reason, update the screen with the appropriate code and authorize the actions.
If participant does not provide the requested verification of application for other benefits
Step 1:
Access Action Resolution (ACTRES) screen.
Step 2:
Add Authorization code of Adverse Action Worker Closing (AAWC), with a reason code of DCM (not willing to apply for other benefits).
Step 3:
Confirm worker closing by entering Y; the system will start the correct closing process.
If participant reports good cause for failure to apply for other benefits
If good cause exists:
Step 1:
Update the MO HealthNet Declarations (ADULTDEC/FMJ9) screen “Do you agree to apply for other benefits (Annuities, Pensions, Retirements and Disability)?” to “N” by changing the entries on the MO HealthNet Declarations Detail (FMMN) screen. Update the answer on FMMN to Y for each eligibility unit member who does not agree to apply, and the good cause field to NEL, Not Eligible for other Benefits, RVA, Rec VA Under Old Laws/May Lose Fut Entit, or to UTA, Unable to Apply Physically or mentally. Enter comments supporting the good cause determination.
Step 2:
Update Citizenship Verification (CITVERF/FM8X) screen with the appropriate code.
Step 3:
Authorize the actions.
If good cause does not exist:
Step 1:
Update the MO HealthNet Declarations (ADULTDEC/FMJ9) screen “Do you agree to apply for other benefits (Annuities, Pensions, Retirements and Disability)?” to “N” by changing the entries on the MO HealthNet Declarations Detail (FMMN) screen. Update answer on FMMN to N for each eligibility unit member who does not agree to apply, and the good cause field to NGC, No Good Cause. Enter comments support the no good
cause determination.
Step 2:
Update the Citizenship Verification (CITVERF/FM8X) screen with the appropriate code.
Step 3:
Authorize the actions
ES must enter comments on the Eligibility Unit Member Role (EUMEMROL/FM3Z) screen which should include interim contacts, explanation of screen updates, and reasons for actions taken.
