Home and Community Based Services (HCB) Basic Eligibility Requirements

ELIGIBILITY FACTOR REQUIREMENT
AGE Age 65 or older

Age 63 to 65 must be determined to have a Permanent and Total Disability (PTD).
SOCIAL SECURITY NUMBER Must furnish or apply for one.
CITIZENSHIP AND ALIEN STATUS Must be a U.S. citizen or a qualified alien. Identity and Citizenship must be verified for Medicaid applicants and recipients effective 07/01/2006.
RESIDENCE Must live in and intend to remain in Missouri.
MEDICAL NEED and AUTHORIZATION Must be determined by Department of Health and Senior Services; Division of Senior and Disability Services to:

  • Need a nursing facility (NF) level of care, AND
  • Be authorized to received HCB waiver services.
INCOME Have income equal or less than HCB income limit.
AVAILABLE RESOURCES – based on receipt of HCB waiver services. If only one person in a couple is requesting HCB coverage, an Assessment of Assets is completed. $5,909.25- single*

$5,909.25 – for the HCB spouse in a married couple*

$11,818.45 – couple if both people are requesting HCB coverage*
ELECTRONIC VERIFICATION OF RESOURCES Must agree to authorize the State of Missouri to access the electronic asset verification system to verify assets.**
TRANSFER OF PROPERTY Investigated, but does not affect eligibility unless institutionalized.
DISABILITY If participant is between age 63 and 65, individual must be permanently and totally disabled.
