MO Healthnet for Disabled Children (MADC) Basic Eligibility Requirements

ELIGIBILITY FACTOR REQUIREMENT
AGE Under age 18
SOCIAL SECURITY NUMBER Must furnish or apply for one.*
CITIZENSHIP AND ALIEN STATUS Must be a U.S. citizen or a qualified alien. Identity and Citizenship must be verified for Medicaid applicants and recipients effective 07/01/2006.
RESIDENCE Must live in and intend to remain in Missouri.
AVAILABLE RESOURCES – Resources are deemed if the child meets the definition of living with a parent. $5301.85 – single

$10603.70 – couple

LIVING WITH A PARENT Considered living with a parent:

  • When child resides in same home with natural/adoptive parent;
  • When child is out of the home to attend school;
  • When the child is hospitalized for 30 days or less;
  • When the child is in a psychiatric treatment facility (JCAHO) for 30 days or less; or
  • Temporary absence.

NOT Considered living with a parent:

  • When natural or adoptive parent is not in the home;
  • The child is married and living with his/her spouse, even though a parent may be in the same home;
  • The child resides in a Nursing Facility or IMR;
  • The child is the custody of state agency and placed in Foster Care or a Group Home;
  • The child is in a hospital or psychiatric treatment facility (JCAHO), and the stay is expected to be for more than 30 days;
  • The child and parent are not residing in the same household for a period of time longer than which is considered a temporary absence.
DEEMING PARENTAL RESOURCES Deem the entire amont of the parent’s available resources to the child; unless:

  • The resource is owned solely by a stepparent.
  • The parent’s resource is a retirement account, including
    • Individual retirement accounts,
    • 401(k) plans,
    • 403(b) plans,
    • Keogh plans,
    • Pension plans.
  • The parent or spouse of parent receives MA (non-spend down).
DEEMING PARENTAL INCOME If the disabled child meets the definition of living in the home with a natural or adoptive parent, deem income from the parent(s) unless, the parent is

  • Receiving Title XIX under MA Non-Spend down;
  • Receiving cash public assistance
    • Temporary Assistance
    • SSI
    • SAB
    • SP
    • Refugee Assistance
    • Disaster Relief Act of 1974
    • General Assistance programs of the Bureau of Indian Affairs, and
    • Veteran’s Administration pensions.
TRANSFER OF PROPERTY

INSTITUTIONAL RESIDENCE Cannot reside in certain public institutions.
DISABILITY Must be determined permanently and totally disabled.
TRUSTS/ANNUITIES All Trusts and Annuities must be sent through supervisory channels to Program and Policy.
