SNAP Incarceration Matches

 

Per federal regulations, staff must review available electronic sources for prisoner information at application and recertification. On IIVE (SVES-Wire third Party Query Response), a message will appear on the bottom, right-hand corner of the screen if prisoner information is available.

Note: Incarceration Match information can be received from any local, state, or federal detention center not just  the Missouri Department of Corrections.

 

If there is no date beside RELEASE on IIVE, review the information with the household during the interview. If the household agrees with the information and the incarcerated participant was included in error, remove the incarcerated individual from the application or recertification and continue processing.

If the household states the individual has been released, generate a Notice of Match Results (NOMR) for the matched individual from Select Interface (INTRFACE/FMK0) in the controlled flow and advise the household of the need to verify the release of the matched participant.

 

To add a new match on INTRFACE and generate a NOMR, staff should: 

  1. Prompt out for the incarcerated individual in the DCN field,
  2. Put an A on the command line,
  3. Enter a P in the Match Notice field, and
  4. Press CTRL.

FAMIS will generate the NOMR overnight to be sent to the household by batch, and staff should continue to complete the controlled flow. If otherwise eligible, the case will not pend for the match notice and can be authorized to allow the participant adequate time to respond to the notice without delay to their benefits.

 

The NOMR allows 10 days for the SNAP household to respond and/or dispute the match. After 10 days if the household does not respond to the NOMR or if the household responds but fails to provide enough information to clarify the circumstances, a Notice of Adverse Action is system generated. At the end of the adverse action period, the matched individual will be removed from the household and benefits will be adjusted accordingly, or the case could close.

 

If the participant is not incarcerated or has been recently released, the Match Notice field should be updated to N once the household has provided verification. If an adverse or closing action has already been initiated, it will also need to be voided once the participant has provided proof the household member is not incarcerated.

 

Note: If a household member has a previously unresolved match on INTRFACE, update the match notice field to N before adding a new match as described above.
