TA WIBCA- Trial WIBCA when Child Support Exceeds TA Grant
For active TA cases, Child Support (CS) can keep either the assigned arrearages or the unreimbursed assistance, whichever is lower. After all arrearages or unreimbursed assistance is fully paid, any extra payments beyond the current child support obligation or TA grant amount (whichever is lower) will be sent to the child.
If a child on an active TA case starts receiving child support payments (current and/or arrearage), complete a trial budget (WIBCA) to determine ongoing TA eligibility.
When completing the trial budget, average all child support payments paid to CS and sent to the Division of Financial and Administrative Services (DFAS) and/or sent to the child.
Creating Trial WIBCA

- Locate the TA case by searching FAMISPAR
- Select the correct household with S on the Sel line
- Navigate to the Select Worker Initiated Budget Calculation Area screen by entering either the fastpath (SELWIBCA) or trans code (FMXH) on the command line and press CTRL
- Prompt for the TA household in the EU field if it is not already displayed in the header
- Press F14=ADDWIBCA to access the calculation screen (FMXN)

- Enter the original Application Date
- Enter the Budget Type as trial (TRL) + Eligibility Test as Y
- Enter the Effective Month (MMYYYY) that is being calculated
- Choose Sub Program Class as appropriate for case being processed (CSH, NPC, URG)
- Enter correct number of Adults as well as dependents under 2 and/or over 2
- Enter any SSA, CS/AL, UI, VA, or Other income as well as Dependent Care expense
- Note: SSI is not counted on TA so would not be captured
- Enter average current child support payment and the child support arrearage payment
- BPT can review INTRFACE screen and MACSS or child support payment records provided to determine child support received
- Example: TA grant is $292. Child support obligation is $250. Non-custodial/absent parent pays $250. $250 is kept by CSE and sent to DFAS and $50 is sent to the TA EU (there are no assigned arrearages owed to the state). Enter the current child support payment of $200 and the $50 arrearage payment in the CS/AL field.
- Earned Income Reported Timely field requires entry whether there is any earned income or not
- Complete the lower portion of the screen (earned income section):
- In the Name field, type the name of the person with earned income
- Enter the amount listed on Income screen in Monthly Amount,
- Enter the Disregard Type being used on DISREGRD screen
- Enter any self-employment income in Self Emp Inc
- Enter any overhead expense in OHE
- Indicate if there is deemed income in the Deemed Y/N field
- Indicate if there is a minor parent in Minor Parent Y/N field
- Enter the number of people in the deemed group in No of Prsns field
- Enter the monthly amount of any deductible child support or alimony in CS/ALIMONY PD
- If the person whose income is deemed has any unearned income, enter it in Deemer Unearned Income
- Press CTRL
- If the Trial budget indicates the EU remains eligible for TA and the child receives child support payments on a regular basis, complete a regular TA budget using the child support payments that are sent to the child. If the child is not receiving any child support payments on a regular basis, no action is needed.
- If the Trial budget indicates the EU is no longer eligible for TA, complete a budget adjustment using the projected child support payments used in the trial WIBCA and start the adverse action process to close the case.
- Enter comment on EUMEMROL regarding WIBCA results and action taken.
