Away From Home
REQUIREMENT:
Temporary Assistance benefits are available only for children who are living in the home of a parent or other eligible payee. A home exists as long as the parent/payee takes responsibility for full physical care and control of the child. Children who reside in state schools for the mentally retarded or state schools for juvenile delinquents are not eligible on this factor.
The Away From Home driver question occurs during the Temporary Assistance controlled flow. If any EU member is absent, details are captured on the FM8F / AWAYHOME screen. Eligibility time limits based on reason for absence are:
- EVA In a diagnostic center for evaluation, 90 days—may be extended
- FTP Families Together Program, 60 days
- HOS Hospitalized, expected to return, None
- JCP Job Corps participant attending school, None
- JTC Joint Custody, None
- OST Temporary visits out of state, 90 days
- SCH Attendance at school, None
VERIFICATION:
Verification that children reside with the parent/payee is generally based on the applicant’s statement. Verification, including routine collateral (reference) contact is not required, unless the information is questionable. At completion of the Technical portion of the controlled flow, the application will PEND for this verification of children’s residency. Verification of this factor is entered on the Supercase Residence Maintenance (INHOME) screen, outside of the controlled flow. FAMIS accepts any verification type code except CS = Client Statement. Until FAMIS programming is changed, update the default CS verification to one of the following codes:
- CC = Collateral Contact
- HC = Hard Copy
- TC = Telephone Call
If necessary, request contact information for a collateral/reference. The name, telephone number and other contact information should be recorded in a comment on the Temporary Assistance Eligibility Unit Member Role (EUMEMROL) screen. Contact the collateral and document the information received in another comment on the EUMEMROL screen.
When both parents exercise joint custody of the child(ren), circumstances of both parents are gathered in order to determine the child’s eligibility. See the Temporary Assistance policy manual section and FAMIS User Guide referenced above for detailed instructions.
