National Accuracy Clearinghouse (NAC) User Guide
Requirement
People may not receive SNAP benefits in more than one state at a time. Contact the other state when an applicant reports a household member are, or will receive benefits from another state.
- For Alabama, Florida, Georgia and Mississippi use the National Accuracy Clearinghouse (NAC)

- Use the NAC for applications, including recertifications
- Review the NAC before, or during, the interview for any household member when there is an indication the person may have recently resided in one of the five participating states and discuss with the applicant during the interview
- The NAC returns two responses:

- Match: When an individual has applied for benefits in one state and has active SNAP in another
- All staff process matches
- Collision: When an individual has active SNAP benefits in two participating states at the same time
- After the initial rollout in October, 2021, the Customer Relations Unit handles collisions
- Match: When an individual has applied for benefits in one state and has active SNAP in another

- Use the NAC for applications, including recertifications
- For all other states, not in the NAC, use the phone numbers and addresses in the National Directory of Contacts

The other state must reject their application or close their case before SNAP is approved in Missouri, except for expedite decisions. Do not delay authorizing expedites for out of state verification.
If an application includes both individuals who have received out of state in the application month, and those who have not:
- Determine eligibility, including expedite, for households which have not received benefits in the application month
- Enter information for all individuals during the application controlled flow, including adding a person to an active case
- FAMIS disregards the income, resources, expenses, and need of anyone with a Yes on Received out of state (RECOUTST/FMMW) until the month after the month in the Last Rec’d field
The individuals who received benefits in another state are not considered household members until the month after they have been removed from the other out of state household.
Procedure
Step One: Based upon conversations with the participant and reviewing the FS-1, determine if a household member(s) has potentially resided in or received benefits from another state in the last 30 days.
Step Two: If a household member(s) has resided in another state or received benefits from another state in the last 30 days:
- Access the NAC to check for participation, if household member(s) received in Alabama, Florida, Georgia, Louisiana and Mississippi at:
- Applications, including recertifications
- Review the NAC before or during the interview for all household members
- Add a Person
- Review the NAC for the person being added to the household
- MCR
- It is not necessary to review the NAC for MCRs
- The Customer Relations Unit process inquiries from other states during certification periods
- It is not necessary to review the NAC for MCRs
- Applications, including recertifications
- For all other states
- Use the phone numbers in the National Directory of Contacts to verify participation, closing and rejections dates immediately and get ABAWD non-work months
- If no phone contact made send the Out of State Inquiry letter (FA-328) to obtain this information

Step Three: If FAMIS shows:
1. A duplicate participation rejection action for an individual for two consecutive months
And
2. The household certification does not expire until after those two months
- FAMIS rejects the individual
- Add the person again after the individual is removed from the household to process the application
Step Four: Add comments to RECOUTST to record:
- NAC search results
- Phone calls
- Contact name, agency number and information provided
- All actions taken in the eligibility system
