- 12.4 Replacement of SNAP Benefits
Guidance #
This guide will provide up to date information regarding Missouri SuN Bucks.
Refer to this guide when answering questions from participants.
If approved or rejected for Missouri SuN Bucks, households will receive notification from FSD.

APPLICATIONS #
When SuN Bucks applications are received, they will need to include a Customer Information Sheet and need to be scanned into Encapture using Kodak Scanner. SuN Bucks applications will not be registered; therefore, a Current task should not be created. All SuN Bucks applications will be directed to our SEBT vendor, Healthy Together, through an automated sweep.
BENEFIT ISSUANCE #
Payments for children who are considered eligible or automatically eligible (children in foster care, and on active SNAP or TANF cases) will show up as SDC when checking FAMIS and ebtEDGE.
Payments for all other children will show up as SEC when checking FAMIS PAYHIST screen and EBT Edge.
All Missouri SuN Bucks benefits will be issued to an EBT card:

- Children in foster care will receive benefits on an EBT card in their name.
- For children with active SNAP or TANF cases, the eligible child’s Missouri SuN Bucks allotment will be added to the Head of Household’s current EBT card.
- For all other children, an EBT card will be issued in the Head of Household’s name.
The eligibility guidelines for Missouri SuN Bucks are different from both SNAP and Pandemic EBT (PEBT). Children who are eligible for SNAP or who were eligible for Pandemic EBT may not be eligible for Missouri SuN Bucks. Cards used for the P-EBT program will not be used for Missouri SuN Bucks.

NOTE: Benefit issuance at this time may be seen under either the child who is eligible for SuN Bucks or the Head of Household’s DCN. Check the Head of Household’s DCN first using the information below; if the benefit is not shown under the Head of Household’s DCN then check the child’s DCN using the same guidelines.
FAMIS

- In FAMIS go to PAYHIST (FM5F)
- F10 to clear the screen
- Enter the DCN and hit CTRL or ENTER
- Payments for SuN Bucks (SEBT) will show up as either SDC or SEC
In this example, participant has two children that qualify for Missouri SuN Bucks. The benefit amount for each month is $80 ($40/child per month)
EBT Edge

- Client search – enter the 10-digit DCN

- The ‘Client’ tab will show the address where the EBT Card was issued
- The ‘Card’ tab will show when the card was issued and if there were any issues with the card being sent out.
- The ‘Benefit’ tab will show the type of benefit.
- Under the ‘program’ column it will show the type of payment; for SuN Bucks, it will show either

BENEFIT ISSUANCE SCHEDULE #
Due to the quick nature of issuance for the 2024 period, payment dates are still being reviewed and dates determined. Program and Policy will provide more information regarding issuance dates when it becomes available. Missouri SuN Bucks will issue in multiple issuances depending on the eligibility type.

- 1st Issuances – September 19th and 20th – Children in Foster care between the ages of 7-17
- 2nd Issuances – October 1st and 2nd – Children in Active SNAP/TANF cases
- 3rd Issuance – November 8th – Children in school receiving free and reduced lunches
FSD is working to issue the remaining benefits for children receiving free and reduced lunches.
Following the November 8th issuance, SuN Bucks will be issued weekly, until all remaining benefits are issued.
For families that submitted an application for Missouri SuN Bucks, applications will be processed, and benefits issued in the coming weeks.
NOTE: Eligible children in the same household may receive their issuances on different dates.
BENEFIT USAGE #
Because benefits will be expunged from EBT cards after 122 days, when a participant uses their EBT card at an authorized vendor, the Missouri SuN Bucks will be used from the card first.
Example: Cathy has one child that was eligible for Missouri Sun Bucks and received $120 for this program on the 18th ; Cathy also received their monthly SNAP allowance of $300 on the 25th, she goes to the store and has as grocery bill that totaled $200, The first $120 will be taken from the Sun Bucks benefits and the remaining $80 would come from their normal SNAP benefits.
REPLACEMENT BENEFITS #
Electronically Stolen Benefits (ESB) will not be replaced at this time.

NOTICES #
All eligible participants will receive an approval notice. The approval or rejection notices will not show in FAMIS and will not be placed in the ECM. Notices will be emailed or texted to participants when possible and mailed when there is no electronic contact information.
