When processing an application that has internal incarceration evidence where the participant is reporting incarceration information, please following the steps below:
- Process the application the same as you would any other application by verifying evidence and making your application comments on the HOH person page.
- Complete all verification process prior to verifying incarceration information in Step 2
- Check Vinelink and/or the DOC Offender site to see if you can determine if the individual is incarcerated and when they were incarcerated.

- If they were in custody (in the past) update the incarceration evidence to ‘pending deposition’ in the Criminal Charges Status field
- Ensure the start date & end date fields reflect the custody dates found on the Vinelink site and/or the DOC Offender site.
- Update or add the Institution name in the ‘Institution First Name’ field under ‘If the institution is not known to MEDES’ section.
- Make notes regarding the evidence on the HOH Person page and process the application like normal
- Stop the mitigation and complete actions as normal.
- If they were in custody (in the past) update the incarceration evidence to ‘pending deposition’ in the Criminal Charges Status field

- If they are in custody (currently) update the incarceration evidence to ‘pending deposition’ in the Criminal Charges Status field
- Ensure the ‘Start Date’ field reflects the start date of incarceration found on the Vinelink site or the DOC Offender site.
- Ensure the ‘End Date’ field reflects the expected release date if provided on the Vinelink site or the DOC Offender site.
- Update or add the Institution name in the Institution First Name field under If the institution is not known to MEDES section
- Make notes regarding the evidence on the HOH Person page and process the application like normal.
- Additional action needed for suspension, move to #3.
- If they are in custody (currently) update the incarceration evidence to ‘pending deposition’ in the Criminal Charges Status field

- Unable to determine if they were or are incarcerated – data sources neither confirm or deny
- Call the participant to confirm incarceration information
- If unable to reach by phone then move forward as unable to determine
- Make notes on the HOH Person page regarding:
- the evidence,
- your research, and
- completing the IM-150 (see step #4)
- Move to #4
- Call the participant to confirm incarceration information
- Unable to determine if they were or are incarcerated – data sources neither confirm or deny
- After processing the application run an Eligibility Check or apply changes.
- If eligible approve and move to #4
- If ineligible any reason other than incarceration, complete actions and stop
- After you approve an individual who is incarcerated, or someone who you cannot determine if is incarcerated, complete an IM-150 Suspending Incarcerated Participants form with the information that you know and email the IM-150 to the address listed on the form. This step is what notifies the specialized unit that a suspension needs to be entered or incarceration needs to be verified.
- NOTE: Send the IM-150 to MHNJailanddocreport@ip.sp.mo.gov even if it is already received completed with the IM-1SSL.
The Specialized Unit will complete actions to confirm client’s statement of incarceration when staff are unable to determine a participant’s incarceration period, in addition to completing actions to suspend eligible participants.
