Duplicate DCN Field Process

When an individual has been issued more than one DCN, action is required to remove the higher DCN from use. The lower DCN is used for determining eligibility.

 

To resolve a duplicate DCN situation:

 

Verify the DCNs belong to the same individual and notify IM Data Management there is a duplicate DCN by sending an EMAIL to Cole.CoIDM@dss.mo.gov including both DCNs. The DCNs will be linked in the system on the SDUP screen. The Duplicate DCN Resolution Report can be used to collect all duplicate DCNs discovered in a given office and submitted once per day.

 

Question 1: Is the participant adopted?

 

    • If yes:
        • Do not link the DCNs
        • Complete the Resolving Duplicate DCN for Adopted Individuals Guide
        • Send the completed guide to Cole.CoIDM@dss.mo.gov with subject line “DUP DCN – Adoption”
    • If no, continue to next question

 

Question 2: If this an Urgent/Emergency request where DCN updates or Duplicate DCN Resolution is needed: will cause an urgent application to become delinquent; will cause a situation where the participant has NO access to benefits; and/or the request is the result of a Legislative Inquiry?

 

    • If yes:
        • Complete the Duplicate DCN Report
        • Send the completed report to Cole.CoIDM@dss.mo.gov with subject line “URGENT” OR “EMERGENCY”
        • You will be advised via email when it is complete
    • If no, continue to next question

 

Question 3: Is the lower DCN in use?

 

    • If yes:
        • Complete the Duplicate DCN Resolution Report
        • Send the completed report to Cole.CoIDM@dss.mo.gov
        • No further action is needed
    • If no, continue to the next question

 

Question 4: Is the higher DCN in use as the head of the household?

 

    • If yes,
        • Complete the Duplicate DCN Resolution Report
        • Send the completed report to Cole.CoIDM@dss.mo.gov
            • FAMIS: Wait until the certification ends and begin use of the lower DCN
            • MEDES: Do an overlay as long as the lower DCN is not known to MEDES. It’s a 2-day process. The DCNs would need to be merged in FAMIS first then the next day the worker calls the MEDES help desk and they can complete the overlay. If the lower DCN is known to MEDES, then the IC would have to be closed, and the worker would have to process a new case on the Lower DCN to transfer all the coverage correctly under that DCN.
    • If no, continue to the next question

 

Question 5: Is the higher DCN a member of the household in FAMIS or MEDES?

 

    • If FAMIS, see the Duplicate DCN Resolution in FAMIS
    • If MEDES, see Duplicate-MEDES-ID-Instructions
